BBS REPORT: SPRAY PAINTING PUBLIC PROPERTY IS ‘ART’

7 August 2012 A BBS report covering the vandalism perpetrated on the school sign of Pelkhil School has described the graffiti as ‘art’ and ‘artistic expression’. The signboards of RTC and other schools and public buildings were similarly defaced using the same type of spray paint. One school’s board was so badly defaced it had to be completely removed.

The report also said that unless the content is ‘defamatory’ it is legal in Bhutan.

The report claims that there are no laws against graffiti in Bhutan. It seemed to not see such vandalism as ‘damage’ which entails cost to repair. This is very obviously a very fallacious report and will only serve to encourage the perpetrators.

Kuensel describes it as a ‘new phenomenon‘.
